The Mortgage Industry is a natural fit for Mike’s personality, talents and passions. He loves solving problems and serving others in his community, church and family. Mike Dorman comes from a family with a long line of real estate professionals. His Grandfather started the trend in the mid 70’s and also served as a Real Estate agent. Within months, he was the top producer within his company and had held that title for over a decade.

Loann Le started in Mortgage lending in 2009 with Bank of America after spending most of her career in various other industries.  She started as a loan coordinator supporting one of the top producers in the area where she learn about products, pricing and credit.  After a couple of years, she began producing on her own and quickly became a top producer in the Bellevue market.  Loann is best known for how she takes care of her clients, focusing on their needs and ensuring that their expectations are set appropriately upfront and delivering on those expectations throughout the process.  This has allowed her to build a tremendous referral network and over the past 4 years consistently achieve Chairman’s status being recognized as one of the top loan officers not only in Seattle but within Bank of America nationally.

In November of 2015, Loann decided to take the leap to a producing Sales Manager role where she has maintained her top production while also supporting and growing a team of high performing loan officers.  She took this role because she cares about her branch and her team and it brings her great satisfaction to see others on her team succeed and help Bank of America’s clients.

Andy Arculin, Counsel, Venable's Regulatory Group

Andy Arculin is a member of Venable's Regulatory Group and the firm's Consumer Financial Protection Bureau Task Force. He has nearly a decade of experience in consumer financial matters, both in private practice and with the federal government. Prior to joining Venable, Mr. Arculin served as senior counsel at the Consumer Financial Protection Bureau's Office of Regulations. In this position, Mr. Arculin was responsible for the development and implementation of consumer financial services regulations under the Real Estate Settlement Procedures Act (RESPA), the Truth in Lending Act (TILA), the Equal Credit Opportunity Act (ECOA), and other federal statutes. He served as lead attorney for the implementation of TRID and the 2013 amendments to various Dodd-Frank Act rules, including the Mortgage Servicing, Loan Originator, Ability-to-Repay/Qualified Mortgages, Escrows, and ECOA valuations rules. Mr. Arculin also played a key role at CFPB in educating the public and industry leaders about the Dodd-Frank mortgage rules and TRID.

At Venable, Mr. Arculin advises clients on a wide range of state and federal consumer protection laws relating to mortgages and consumer credit, including TRID and the Dodd-Frank Act, Real Estate Settlement Procedures Act (RESPA), the Truth in Lending Act (TILA), the Equal Credit Opportunity Act (ECOA), and other federal and state statutes and regulations.

Lennox Scott is the Chairman and CEO of John L. Scott Real Estate. He became company president and CEO in 1980, transitioning to Chairman and CEO in 2002. Lennox is the third generation to run the family business, which was founded by his grandfather in 1931.

Lennox has earned wide spread national recognition including three nods as one of the 25 most influential people in real estate by Realtor Magazine. He is a member of the National Association of Realtors, the World President Organization, and Leading Real Estate Companies of the World. He also holds a Certified Residential Broker (CRB) designation and a business degree from the University of Washington.

Lennox is actively involved in the John L. Scott Foundation, which supports local Children’s Hospitals and children’s health care throughout the Pacific Northwest.

Skylar Olsen, Zillow - Panelist

Skylar joined Zillow in the summer of 2012. Her research is used by consumers, policy makers, and other researchers to understand real estate markets and make better decisions. While authoring such as A House Divided – How Race Colors the Path to Homeownership and numerous other Zillow research projects, she also creates many of Zillow’s real estate metrics, including the Buyer-Seller Index and the Buy-Rent Breakeven Horizon. Skylar also heads the economic research team at Zillow affiliate, StreetEasy, in New York. She holds a PhD in Economics from the University of Washington and specializes in the spatial patterns of housing and demographic change.

Richard Horn  is the founding attorney of the law office of Richard Horn Legal, PLLC. Richard Horn led the final rulemaking for the TILA-RESPA integrated disclosures (also known as "TRID") while he was a Senior Counsel and Special Advisor in the CFPB's Office of Regulations. He also led the CFPB's design, and qualitative and quantitative consumer testing of the integrated disclosures during the proposed and final TRID rules. Richard was the only attorney at the CFPB who worked on the TRID rule from its earliest days through the issuance of the final rule. Prior to joining the CFPB, Richard was a Senior Attorney at the Federal Deposit Insurance Corporation (FDIC) in its New York Regional Office. At the FDIC, Richard worked on consumer compliance and risk management supervisory matters and enforcement actions. He worked on broad range of laws and issues, including TILA, RESPA, UDAP, FCRA, permissible investments and real estate activities, capital requirements and prompt corrective action, Community Reinvestment Act, and fair lending. Before his time in government, Richard spent a number of years advising clients on consumer finance issues at several well-known law firms. Richard has advised clients, including depository and non-depository lenders, technology vendors, and title underwriters and agents on all state and federal regulatory compliance matters for consumer lending. He is a sought after expert on TRID implementation and other consumer finance issues, including TILA, RESPA, UDAAP, FCRA, state high cost lending laws, and state licensing. He has also advised clients on CFPB and other federal and state agency investigations and enforcement actions.

WMBA Dinner : Tuesday November 17, 2015 - Overlake Golf and Country Club

Jim spent nine years in the US Army where he began in the Military Police and then was accepted in the Criminal Investigations Division. The investigations Jim conducted involved violent crime, to include homicides, sexual assaults, burglaries and drug offenses. Jim served in Berlin, Germany; Turkey; White Sands, NM; Fort Riley, KS; and Savannah, GA. Jim has been with HUD-OIG for over 15 years, first as an agent in the Chicago, IL office and now as the Assistant Special Agent in Charge, Seattle, WA. Jim has investigated white collar fraud, to include housing assistance fraud, block grant and community development fraud, focusing on embezzlement and public corruption. Jim has investigated fraud concerning HUD’s Multifamily program and mortgage fraud. The mortgage fraud investigations involved loan origination fraud, appraisal fraud, mortgage rescue fraud, HECM fraud and bankruptcy fraud. These investigations have led to the prosecution of loan originators, underwriters, attorneys, appraisers, realtors, “investors” and loan brokers. Currently Jim is responsible for the oversight of investigations being conducted by HUD-OIG in Washington, Oregon, Idaho, Montana, South Dakota and Alaska. Jim is a member of the International Association of Chiefs of Police, Association of Certified Fraud Examiners, and the Federal Law Enforcement Officers Association.

Dr. Eisenberg earned a B.A. in economics with first class honors from McGill University in Montreal, as well as a Master and Ph.D. in public administration from Syracuse University. Ken is responsible for the Bank’s mortgage banking activities from origination, administration, secondary marketing, through loan servicing.   Mr. Larsen joined Banner Bank in 2005 as the Real Estate Administration Manager and promoted to his current position in 2010.   A 24 year career in mortgage banking including all facets of the industry and management.   A graduate of Eastern Washington University, he earned a Bachelor of Arts in Education with a degree in Social Science and earned certificates from the Pacific Coast Banking School, and the School of Mortgage Banking.   He is also a Certified Mortgage Banker, the highest designation recognized by the Mortgage Bankers Association.    Mr. Larsen began his career at Action Mortgage/Sterling Savings, later moving to Peoples Bank of Lynden managing the mortgage banking operation.  Mr. Larsen served as the 90th President of the Seattle Mortgage Bankers Association.   Currently he is the Chairman of the Washington Mortgage Bankers Association and a recent appointee by the Governor of Washington State to serve as a commissioner on the Washington State Housing Finance Commission.

As a former commercial real estate manager managing a portfolio of retail and office properties, Dan brings practical nuts and bolts real estate experience when negotiating and drafting purchase and sale agreements, loan documents, legal opinions, leases, easements, and other real estate agreements.

Dan earned his J.D. from Osgoode Hall Law School, and B.A. from Trinity College, an elite college at the University of Toronto. He is special counsel for real estate matters to the Republic of Korea, a planning commissioner with the City of Auburn, and was named a Rising Star by Washington Law & Politics. Dan is a certified real estate clock hour instructor and frequent presenter at continuing legal education seminars on real estate law and title insurance. He is also a contributor to the upcoming revision to the Washington State Bar Association Deskbook reference series.

Mary Vigal JD, LL.M. (Tax) has practiced tax law for more than 37 years and is certified as a tax specialist by The State Bar of California Board of Legal Specialization since 1979. She is admitted to the State Bar of California and Washington. She works as an independent tax consultant in collaboration with businesses or professional firms that are in need of an experienced tax professional.

Ms. Vigal is a former full time associate professor of law in the Graduate School of Taxation of Golden Gate University in San Francisco California, and an associate professor in the MS Taxation program at Golden Gate University. In the Golden Gate tax programs, she taught real estate taxation, partnership taxation, income taxation of trusts & estate, capital assets, tax accounting and executive compensation.  She was also asked to be visiting professor in taxation at the Santa Clara University School of Law in Santa Clara California, and a former lecturer at the San Jose State Graduate School of Business in San Jose California and De Anza Community College in Cupertino California.

Since moving to Seattle in 1993, she frequently speaks at domestic and international venues on wealth preservation, tax, and international business and estate planning, and has numerous published articles in her areas of expertise. In December of 2015, she was a speaker for a CLE program sponsored by Nation al Business Institute (NBI) on the topic: The Series LLC: Critical Tax and Nontax Considerations. Mary is speaking again for NBI in May of 2016 on the use of irrevocable trusts for tax and asset protection for Medicaid planning. She was the author of a two volume treatise on Offshore Planning published by Specialty Technical Publishers of Vancouver Canada. The WA Department of Real Estate has licensed her as an instructor for a 3 hour class on Taxation of Foreigners Investing in Real Estate. Recently published on Amazon is her Tax Guide 4 Foreigners, Investing, Working or Living in the United States. This publication is available on Amazon in a Bi-Lingual edition, Simplified Chinese – English, or English only. Ms. Vigal has extensive transaction experience advising high net worth clients, domestic and foreign, on tax, business and risk management strategies.

Ms. Vigal is a director with the Survive a Stroke Foundation, a 501 ( c )(3) organization. She organized the foundation and received its tax exempt status with the IRS. She frequently speaks on tax exempt organization planning, including foundations and charitable trusts.

Ms. Vigal received her B.A. degree in Economics from the Colorado College, her J.D. degree from the University of Santa Clara, and her LL.M. (tax) degree from Golden Gate University.

Dave is a graduate of the University of Washington with a Bachelor of Arts degree in Business Administration, and his Master of Business Administration degree. Mr. Spurling has nearly twenty-five years of banking experience. He began his banking career at Seafirst Bank in 1984, where he was a middle-market commercial lender in Seattle, Washington. From 1988 to 1995 he was the Radio Common Carrier – Chief Operating Officer of Summit Communications, managing that company’s telecommunications subsidiary in Billings, Montana. In 1995 Mr. Spurling rejoined Seafirst Bank as a commercial lender in Tacoma, Washington. He joined Heritage Bank in 2001 as a commercial lender and team leader, followed in 2007 by his promotion to Chief Credit Officer.

Gregg has over 35 years of commercial banking experience.  His current position is as First Vice President, Credit Administration for First Financial Northwest Bank, in Renton, WA having approval authority for commercial and residential lending. He is also active in management and development of credit policy. Prior to this he spent a few years as the CCO of a small local commercial bank which was sold. He spent several years as the Senior Vice President in charge of credit administration and approval for Key Bank’s six state western Community Development Banking division.  He was involved in all types of lending including commercial and industrial loans, multi-family housing, construction financing as well as loans and lines for economic development projects. Prior to KeyBank, Gregg DeRitis was a commercial loan officer with Seafirst/B of A.  His educational background includes a B.S. degree from Santa Clara University, an MBA in Finance from the University of Washington, and a professional certificate from Pacific Coast Banking School.  He serves on the Board of Trustees for Plymouth Housing Group in Seattle, WA.

Scott Strand Chief Lending Officer and Senior Vice President for Lending and Wealth Management for BECU

BECU is the nation’s fourth largest credit union, with over $14 billion in assets and 930,000 members in the Puget Sound area.

Scott joined BECU in 2008, and is responsible for the consumer, mortgage, and small business lending and wealth management businesses. Scott has over twenty-five years of financial services experience, and prior to joining BECU he held several senior-level positions at WaMu and Bank of America within consumer lending, branch banking, small business, mortgage and indirect auto lending.

Scott has a Bachelor of Arts in Business Administration from Western Washington University, an Executive MBA from the Foster School of Business at the University of Washington, and is a graduate of the Pacific Coast Banking School.

Susan Boyd has over 20 years’ experience in affordable housing finance, development and policy.  She is the Director of Real Estate Development at Bellwether Housing, a Seattle-based nonprofit organization that develops, owns and operates affordable housing for low income people in the Seattle area.  Prior to her position at Bellwether, Susan was a partner at the law firm of Kantor Taylor where she practiced affordable housing and community development law for 12 years.  Susan’s legal career followed six years of human services for homeless service organizations.  Susan is a member of the Board of Directors of the Seattle-King County Housing Development Consortium and has served on the board of the Seattle-King County Coalition on Homelessness.

Sound Transit ST3 Update: Implications for Real Estate Developers

Sloan Dawson, Senior Transit-Oriented Development Specialist - Sound Transit

Sloan Dawson recently joined Sound Transit as Senior Transit-oriented Development Specialist. A planner and urban designer by training, Sloan focuses on station-area planning and assists in predevelopment work on properties owned by Sound Transit, with an eye to creating vibrant, transit-oriented communities that leverage the region’s substantial investments in light rail.

Sloan relocated to Seattle from Boston, where he previously practiced with the urban planning studio of Sasaki Associates. At Sasaki, Sloan worked on planning processes for a range of clients, most of which involved transit-oriented development. His interests and professional experience span land use economics and planning from site to regional scale, as well as transportation and urban design. Sloan holds a Master in City Planning degree from the Massachusetts Institute of Technology and undergraduate degrees in history and political science from the University of Minnesota-Twin Cities.

Trinity Parker has over 15 years of experience in the field of Government and Community relations.  She joined the Sound Transit team in November 2005 to work on outreach initiatives in East King County. In this role she was responsible for working with jurisdictions and key stakeholders on the Eastside as Sound Transit developed plans for the implementation of East Link light rail and other transit projects.

In 2014, Trinity took on the Government & Community Relations role for the Seattle/Central corridor for the agency. In this role she is responsible for working with the City of Seattle, King County, the Puget Sound Regional Council and regional stakeholders on Sound Transit projects and initiatives as well as working on regional transportation policies.

Prior to joining Sound Transit, Trinity was Vice President of the Bellevue Chamber of Commerce where she was responsible for communications and general operations. Prior to that she was a Government Affairs coordinator with Rowley Properties, a diversified real estate firm in Issaquah, WA.  She holds a Bachelor of Arts degree in Political Science from Western Washington University.

Trinity is a co-founder of and currently serves on the steering committee for Women Eastside and is a graduate of Leadership Eastside. She and her family live in Issaquah.

Tere serves as a member of Forum XXII, an exclusive organization comprised of 22 of the top residential brokers in the Seattle area.  Tere has served on the Board of Trustees of the Bellevue Boys and Girls Club for 25 years and is a past-President of the board.  Tere also is on the Board of Trustees of the Bellevue Police Foundation and is actively involved in many other community organizations.

Terry Miller - Coldwell Banker Bain’s Lake Union office

Terry Miller is a managing broker with Coldwell Banker Bain’s Lake Union office.  With 32 years of real estate sales experience, Terry was ranked in Coldwell Banker’s top 1% nationally for residential sales in 2013. She was recently named as one of ten Business Women Leaders by the Washington State Center for Women and Democracy.

He is a fellow of the College of Arts and Sciences at the University of Oregon and a member of Phi Beta Kappa.  He was a professor of economics at Boise State University for 13 years, before joining U.S. Bancorp in July of 1983.  He was Chief Economist of U.S. Bancorp until July of 1998 and served as Economist Western Region for US Bank until July of 2007. He wrote US. Bancorp’s regional publications including the Update, The Business Barometer, Northwest Portrait, and  US Territory s and was a columnist for Oregon Business Magazine. He wrote Sterling Bank’s economic newsletter from 2007 to 2012.   He currently speaks to conventions and business groups around the nation. He was a business analyst for KPTV in Portland. He has been making economic presentations on the nation and the region for more than 45 years.

Charles E. Clark: Charlie Clark was appointed Acting Deputy Director of the Washington State Department of Financial Institutions (DFI) on November 1, 2016.  He also continues to serve as Director of the Division of Consumer Services within DFI, having been appointed to that role on January 1, 2015.  As Director of Consumer Services, he oversees the regulation of residential mortgage lenders and servicers, mortgage brokers, escrow agents, consumer finance companies, payday lenders, and money transmitters.  Charlie previously served as the Program Manager of the Division’s Enforcement Unit since 2012.  Prior to joining the DFI, Charlie represented the DFI as its lead litigation counsel as an Assistant Attorney General from 2005 through 2011.  Prior to joining the Attorney General’s Office, he worked as an attorney in private practice.  Charlie currently sits on the Board of Directors and serves as Vice President of the American Association of Residential Mortgage Regulators.  He received his undergraduate degree in Accounting and an M.B.A. from California State University, Sacramento.  He received a J.D. degree in 1997 from the University of the Pacific, McGeorge School of Law.

She has owned and operated multiple equestrian boarding and breeding facilities and particularly likes representing equestrian properties. She knows what it takes to market this very specific classification of real estate. A dog lover and animal advocate, Monica shares her Lake Tapps waterfront home with four dogs and one cat. She rescues one slaughter bound horse per closed transaction and donates the horse to either a kid in 4H or a Rehabilitation program.  Lake Tapps has been her home for the last seven years and she loves the people, the mountain views, the lake activities and the surrounding neighborhoods. Monica loves her job and her clients! She feels so blessed to have found the perfect occupation to fit her skill set and personality. Rich started in the real estate industry first as an appraiser. After graduating with a degree in finance, he worked as a real estate appraiser in California, where he discovered the fundamental importance of home ownership.  He then went to law school and became a Washington State attorney.  He practiced as a family lawyer and then as a title insurance attorney before heading back into the industry he missed.  Rich believes his career today is a direct result of the experience he had as a real estate appraiser.  As an attorney, he brings a legal edge to every Bergdahl Real Property transaction. Bancorp’s regional publications including the Update, The Business Barometer, Northwest Portrait, and US Territory and was a columnist for Oregon Business Magazine. He wrote Sterling Bank’s economic newsletter from 2007 to 2012. He currently speaks to conventions and business groups around the nation. He has been making economic presentations on the nation and the region for more than 45 years.
